How To Block An External Number For All Internal Users

Hello, I'm interested in the same issue. There are some old instructions, mentioning ECR manual for PreProcessing script - but we do not have ECR. Is there really no simple way to block certain numbers from calling? With mobile phones nowadays it's a matter of 2 clicks and seconds.. Thank you very much!
